government takes decisive action to clear backlog of advances and payments

The Ministry of Economy and Finance, under the leadership of Romuald Wadagni, has initiated a sweeping initiative to resolve persistent delays in salary adjustments and career advancements for Beninese civil servants. This bold move reflects a strong commitment to enhancing the welfare of public sector workers across the country.

In a landmark announcement, Léa Estelle Honfo Akpovo, Deputy Secretary-General of the Ministry of Finance, confirmed the launch of a nationwide operation aimed at permanently addressing outstanding career progression issues in the public service. The initiative, set to run throughout June 2026, covers all advancement cases that should have been finalized by December 31, 2026, or in prior years.

what this means for public sector employees

Thanks to this intervention by the team led by Romuald Wadagni, civil servants in Benin will see two major improvements:

  • career corrections: all pending advancement files will be expedited, ensuring every eligible worker receives the appropriate rank or grade they are entitled to.
  • financial restitution: affected employees will receive both salary increases and retroactive payments (arrears) linked to these advancements.

To streamline the process, the government is deploying the Sigrhp (Integrated Human Resources and Payroll Management System), a cutting-edge digital platform designed to handle files with greater speed, accuracy, and transparency.

urgency and accountability in implementation

The Ministry of Economy and Finance is urging all government ministries and public institutions to act immediately. Officials are required to compile and submit comprehensive lists of civil servants who qualify for advancement—covering the year 2026 and earlier—to the General Directorate of the Public Service without delay.

This call for prompt action underscores the government’s resolve to resolve long-standing issues once and for all. The goal is clear: ensure every public sector worker receives the recognition and compensation they deserve for their service.
