The Democratic Socialist Front (FDS) has voiced its perspective on the emergency water decree announced by the government on July 1, 2026. While acknowledging the authorities’ intent to combat potable water trafficking, the party suggests that an abrupt cessation of tanker truck distribution could exacerbate existing supply challenges for the populace. Instead of a sweeping ban, the FDS advocates for stringent regulation of the sector.

Following the nationwide declaration of a water emergency, the Democratic Socialist Front (FDS) made its position clear. In a communiqué released on July 2, the party, led by Anges Kevin Nzigou, recognized the severity of the country’s crisis. However, it expressed reservations regarding certain governmental actions, particularly the seizure of 55 tanker trucks and the centralization of water distribution under the purview of defense and security forces.

Outright ban deemed counterproductive

For the FDS, combating water trafficking is an undeniable imperative. The party vehemently condemns « any form of illegal potable water trafficking, which directly infringes upon the fundamental rights of the population ». Nevertheless, it posits that the government’s response could be more finely tuned to on-the-ground realities. The FDS believes that immediately halting the tanker truck distribution system comes at a time when the conventional water supply network remains inadequate, especially within the greater Libreville area.

According to the party, this alternative distribution method, despite some documented abuses, currently remains vital for numerous households grappling with persistent shortages. « In the absence of immediate, fully operational substitute solutions, this prohibition risks intensifying water insecurity for residents », the communiqué cautioned. The Democratic Socialist Front also raised questions about entrusting water distribution and billing to defense and security forces, suggesting that such an arrangement necessitates robust control mechanisms to guarantee transparency and accountability.

FDS proposes sector regulation

Rather than a complete ban, the FDS proposes implementing a transitional framework to oversee the operations of tanker truck distributors. The party’s suggestions include an official accreditation system for distributors, the establishment of controlled price ceilings in consultation with relevant stakeholders, and the creation of a monitoring mechanism involving local communities and civil society organizations.

It further recommends targeting fraudulent networks through specific investigations instead of penalizing all operators and consumers.

Accelerating investment in water infrastructure

Beyond immediate emergency measures, the Democratic Socialist Front urges the government to prioritize structural solutions. It advocates for accelerated investments aimed at rehabilitating and modernizing potable water production and distribution infrastructure.

For the FDS, managing this crisis requires a balance between combating illegal practices and ensuring effective water access for all citizens. « The right to water must not be jeopardized by inadequately prepared measures. Instead, it demands a concerted, inclusive, and contextually adapted response », concluded the statement signed by the party’s presidency.
