Strengthening African partnerships: Benin and Morocco sign historic 14-point cooperation framework
The seventh session of the Benin-Morocco Joint Cooperation Commission concluded in Cotonou this week, marking a significant milestone in bilateral relations between the two African nations.
Co-chaired by Benin’s Minister of Foreign Affairs and Afrodescendant Integration, Corinne Amori Brunet, and Morocco’s Minister of Foreign Affairs, African Cooperation and Moroccans Residing Abroad, Nasser Bourita, the three-day deliberations resulted in a robust exchange of ideas and the formalization of 14 new cooperation agreements.
Addressing delegates, Bourita commended Benin’s democratic maturity and economic progress, positioning it as a rising force in West Africa. He emphasized the need to align bilateral cooperation with national development priorities while fostering private sector involvement to boost trade, investment and sustainable development. Bourita also reiterated Morocco’s unwavering solidarity with Benin in combating terrorism and promoting a tolerant interpretation of Islam.
Benin’s Minister of Economy and Finance, Hugues Oscar Lokossou, highlighted the evolving economic landscape and called for deeper strategic partnerships across key sectors. Noting that current trade volumes fall short of potential, he outlined opportunities for collaboration in areas where both nations can leverage complementary expertise.
Minister Corinne Amori Brunet underscored the importance of expanding cooperation in strategic domains including the economy, industry, tourism, agriculture, security, higher education, healthcare, digital innovation and cultural exchange.

- Customs: Agreement on mutual administrative assistance in customs matters
- Education: Framework cooperation in higher education, scientific research and innovation
- Justice: Mutual legal assistance treaty, extradition convention and transfer of sentenced persons agreement
- Security: Cooperation protocol and action plan in the justice sector
- Civil Protection: Financial execution modalities for civil protection cooperation
- Health: Protocol on sanitary safety of food products
- Vocational Training: Framework agreement for skills development and shared expertise
- Academic Exchange: Agreement on scholarships, internships and knowledge sharing
- Sports: Memorandum of understanding on sports development and athlete training
- Tourism: Partnership convention to promote joint tourism initiatives
- Environment: Memorandum of understanding on sustainable development and environmental conservation
These agreements reflect a shared vision to enhance mutual prosperity through targeted collaboration, innovation and sustainable growth.
