Benin has initiated a significant transformation of its national intelligence framework, establishing the new Direction générale des services (DGS). This strategic move sees the DGS stepping in to supersede the former Direction des services de liaison et de documentation (DSLD).

This comprehensive restructuring unfolds against a backdrop of escalating terrorist threats and persistent trans-border criminality across the sub-region. The primary objective, as understood, is to equip the nation with a more contemporary and highly effective intelligence service. The DGS is mandated to undertake the meticulous collection, insightful analysis, and strategic utilization of critical intelligence. Furthermore, it is charged with bolstering threat prevention capabilities and fostering enhanced collaboration with allied partner agencies.

Leadership continuity for the new service

Captain Orphée Hounkanrin, who previously led the DSLD, will continue at the helm of this newly formed organization. While the specific achievements of the DSLD have largely remained undisclosed to the public due to national security imperatives, the decision to retain its former chief in charge of the DGS strongly indicates official approval of his past performance.
