High-stakes meeting with Chinese partners

On June 5, 2026, Minister Mpanda hosted a critical meeting in Kinshasa with a high-level Chinese delegation from China Unicom and Genew Technologies. The discussions centered not only on the satellite project but also on the ambitious nationwide fiber-optic network rollout—a key pillar of the DRC’s digital transformation strategy. This gathering followed the minister’s April 2026 mission to China, where preliminary agreements were solidified.

A united front for digital progress

The audience brought together key stakeholders, including technical experts from the General Secretariat of Posts, Telecommunications and New Information and Communication Technologies (PTNTIC), the Regulatory Authority for Posts and Telecommunications of Congo (ARPTC), the Congolese Fiber Company (SOCOF), the National Telecommunications Satellite Network (RENATELSAT), and the National Remote Sensing Center (CNT). High-ranking presidential and prime ministerial advisors on PTNTIC policies also participated, underscoring the project’s national significance.

Three key objectives on the agenda

The week-long technical talks, which began on June 8, aim to achieve three primary goals:

  • Technical and financial structuring: Finalizing the satellite’s technical architecture, cost estimation, and securing financing in collaboration with the Ministries of Planning and Finance.
  • Institutional alignment: Formal presentations to all involved entities—RENATELSAT, SCPT, SOCOF, CNC, CNT, SG PTNTIC, ARPTC, the Presidency, and the Prime Minister’s Office—to ensure coordinated execution.
  • Preparation for due diligence: Defining the scope, timeline, and logistical framework for the upcoming on-site verification mission in China, including identifying Congolese delegates and key sites to visit.

  • Finalized technical solutions for the satellite and fiber-optic network;

Technical units such as the PTNTIC General Secretariat, ARPTC, FDSU, SOCOF, SCPT, RENATELSAT, and CNT are also integral to its success.
