Togo’s diplomatic efforts reached new heights this week as Prof. Robert Dussey, the country’s Foreign Minister, welcomed Xavier Bettel, Vice-Prime Minister and Foreign Minister of the Grand Duchy of Luxembourg, to Lomé for a high-level visit. The meeting, held on Wednesday, July 15, 2026, culminated in the signing of three major agreements, with Cina Lawson, Minister of Digital Transition, in attendance.

This was Xavier Bettel’s second official visit to Togo in two years, following his trip in 2024. The visit underscores the deep-rooted trust and strong bilateral ties between Togo and Luxembourg, a relationship that has flourished since the signing of their diplomatic accord on March 7, 1972.

To further strengthen this alliance, both nations agreed to establish a framework for regular political consultations, paving the way for a future protocol that will formalize ongoing dialogue.

  • Indicative Cooperation Program (ICP Togo-Luxembourg): A structured framework to ensure sustainable development assistance.
  • Togocyber+ Cybersecurity Program: A digital security initiative where LuxDev, Luxembourg’s development cooperation agency, will provide technical expertise to bolster Togo’s digital transition and cyber safety, under the leadership of Cina Lawson.
