Ousmane Sonko commits 57.5 billion CFA francs to overhaul 528 markets across Senegal
Prime Minister Ousmane Sonko has unveiled a comprehensive strategy aimed at profoundly transforming Senegal’s commercial infrastructure. Recognizing the severe dilapidation of facilities, many of which date back to the 1970s, and responding to a concerning record of 53 market fires between 2013 and 2024, the head of government is launching the Market Modernization and Management Program (PROMOGEM) as part of its 2025-2029 Strategic Plan.
This ambitious initiative targets the renovation of 528 existing markets and the construction of 67 brand-new, modern commercial complexes, backed by a substantial public investment of 57.5 billion CFA francs allocated over four years.
Agricultural campaign, anti-flood strategy, and digital sovereignty
In parallel with these commercial reforms, Prime Minister Sonko addressed other critical national priorities. Regarding the 2026-2027 agricultural campaign, he urged the implementation of corrective measures to overcome deficiencies in beneficiary targeting, enhance seed independence, and resolve storage limitations. While awaiting a complete overhaul of agricultural subsidies, immediate priority is being given to accelerating digitalization efforts within the pilot regions of Tivaouane and Nioro.
Concerning flood management, an urgent directive has been issued for the immediate validation of municipal emergency plans. Additionally, an interministerial simulation exercise is mandated to take place before June 15, 2026, to bolster preparedness. Finally, regarding the Sénégal Connect Park, a vital strategic project that stands 95% complete but faces delays due to contractual disputes, the government has requested that a revised closing timeline be promptly submitted to the African Development Bank (AfDB).
