The Director-General of Chad’s downstream petroleum sector regulatory authority, Mr. Hassan Adoum Younousmi, held a high-level meeting on June 16 with Algeria’s Minister of State for Hydrocarbons, Mr. Mohamed Arkab. The gathering took place at the Algerian Ministry of Hydrocarbons headquarters, attended by key advisors from both sides.

Strengthening bilateral energy ties

This diplomatic engagement forms part of ongoing efforts to deepen Algerian-Chadian cooperation, particularly in implementing recent bilateral agreements. The discussions centered on critical downstream petroleum sector challenges, including regulatory frameworks, energy infrastructure development, refinery operations, storage solutions, and fuel distribution networks.

Modernization and security priorities

Industrial safety protocols, digital transformation initiatives, and enhanced governance structures were also highlighted as essential components for sector modernization and transparency improvements.

Recent cooperation milestones

This meeting follows the April 23, 2026 signing of a cooperation protocol between Chad’s Autorité de Régulation du Secteur Pétrolier Aval du Tchad (ARSAT) and Algeria’s hydrocarbon regulatory authority. The agreement establishes a framework for technical and institutional collaboration through knowledge sharing, best practice exchanges, and capacity-building programs.

Both nations reaffirmed their dedication to strengthening fraternal relations while promoting expertise sharing to support sustainable development and African integration goals.
