Uganda’s museveni meets congolese envoy over eastern dr Congo security

Uganda’s President Yoweri Museveni recently welcomed Floribert Anzuluni Isiloketshi, the Democratic Republic of the Congo’s Minister of Regional Integration and Special Envoy of Kinshasa, at his private Kisozi farm. Their meeting, held on Monday, centered on the escalating security crisis in eastern DRC and collaborative regional efforts to restore stability in the Great Lakes area.

In a post on X, President Museveni highlighted the significance of the discussions, stating, « This morning, I received Mr. Floribert Anzuluni Isiloketshi, the Special Envoy of the Democratic Republic of the Congo, at my Kisozi farm. We addressed shared priorities, particularly the security situation in eastern DRC. Peace and stability in our region are vital for the prosperity of our people, and we remain committed to working with regional partners to address the challenges facing eastern Congo. »

Floribert Anzuluni, speaking on behalf of President Félix Tshisekedi, expressed gratitude for the Ugandan leader’s warm reception and praised his dedication to peace in eastern DRC. « I extend my thanks to President Yoweri Museveni for his hospitality. His unwavering commitment to restoring peace in eastern DRC is commendable, » he remarked.

The timing of this diplomatic engagement comes as the provinces of North Kivu, South Kivu, and Ituri face persistent insecurity. The resurgence of attacks by the M23 rebel alliance and the Allied Democratic Forces (ADF) continues to displace civilians and hinder stabilization efforts led by Congolese authorities.

As the Special Envoy of President Tshisekedi, Floribert Anzuluni’s mission is to strengthen political and diplomatic cooperation with regional leaders. His role involves advocating for initiatives aimed at achieving lasting peace in eastern DRC through sustained dialogue and collaboration.

The partnership between Kinshasa and Kampala remains a cornerstone of regional strategy. Since November 2021, the Forces Armées de la République Démocratique du Congo (FARDC) and the Uganda People’s Defence Force (UPDF) have jointly conducted Operation Shujaa, targeting ADF combatants responsible for attacks on civilians in eastern DRC. This military collaboration has been renewed multiple times and stands as a key pillar in the fight against armed groups.

Beyond security concerns, the two nations are also advancing economic ties, focusing on cross-border infrastructure projects to boost trade and support regional integration.

By reaffirming their commitment to regional cooperation, both governments underscore their resolve to adopt a unified approach in addressing the security threats destabilizing eastern DRC and the broader Great Lakes region.
