From the United Nations Security Council, Monusco chief James Swan delivered a strong political message to Kinshasa on Friday. He called on all Congolese stakeholders to agree on the framework for an inclusive national dialogue, while stressing the need to safeguard civic space and fundamental freedoms, especially freedom of expression and assembly, so that every participant can express themselves in a “peaceful and secure” environment.

This appeal carries particular weight as the constitutional debate deeply divides the country and as the Cenco headquarters in Kinshasa was recently targeted by government supporters.

On the security front, the un diplomat welcomed the establishment of a national commission tasked with overseeing the reform of the security sector, as well as the ongoing finalisation of the country’s very first national security policy, led by the presidency.
