Angola and DRC finalize concession agreement for Dilolo-Sakania railway

A comprehensive concession agreement has been formalized, outlining the extensive rehabilitation, modernization, expansion, and operational management of the critical railway link connecting Dilolo in Lualaba province with Sakania in Haut-Katanga. This strategic partnership is set to span three decades.

Under the terms of this agreement, the Congolese state will maintain full ownership of the railway infrastructure. Furthermore, it will hold a minimum of 10% equity in the project company established for this endeavor. Upon the conclusion of the thirty-year concession period, all upgraded and extended infrastructure will be transferred back to the Democratic Republic of Congo.

Crucially, the concessionaire bears complete responsibility for both the financing and all operational risks associated with traffic, without any sovereign guarantees or operating subsidies from the Democratic Republic of Congo. President Félix Tshisekedi of the DRC has underscored the anticipated national economic benefits, including significant job creation, specialized training for the youth, engagement of local businesses, and vital technology transfer initiatives.

This pivotal rail corridor is designed to facilitate the transport of a diverse range of goods, extending beyond just minerals to include agricultural produce, industrial inputs, hydrocarbons, containerized cargo, consumer goods, and passenger services.

In a move to enhance seamless cross-border logistics, both Kinshasa and Luanda are also planning to standardize their railway operations, streamline tariff structures, and harmonize customs procedures.

With an estimated investment of 1.2 billion, this expansive project will also encompass the development of vital cross-border road networks, modern logistics hubs, and essential energy infrastructure. Furthermore, Angola and the DRC are committed to revitalizing their collaboration in the hydrocarbon sector and accelerating efforts towards electrical interconnection, specifically to ensure reliable power supply for the Katanga region.
