Maroc has reaffirmed its commitment to placing humanitarian efforts at the very core of its foreign policy and continental cooperation, guided by the strategic vision of King Mohammed VI. During a recent session of the African Union (AU) Peace and Security Council (PSC), Mohamed Arrouchi, the Kingdom’s Permanent Representative to the AU and UNECA, emphasized that the nation remains dedicated to alleviating humanitarian crises across Afrique.

As the AU Champion on the issue of migration, Maroc continues to integrate humanitarianism into its broader diplomatic framework. Speaking at a public hearing focused on refugees, internally displaced persons (IDPs), and aid distribution, Arrouchi noted that the Kingdom spares no effort in responding to the various crises impacting the continent.

A sustainable vision for continental aid

The Moroccan approach extends beyond immediate emergency relief or the deployment of mobile field hospitals. It is built upon a comprehensive and long-term strategy designed to provide lasting support to vulnerable populations. This methodology prioritises co-development, the exchange of technical expertise, and the implementation of proven best practices across Afrique.

Furthermore, this strategy actively addresses the challenges posed by environmental degradation and desertification. With the number of climate refugees rising, Maroc is pushing for a responsible governance model in humanitarian action. The primary objective is to ensure that aid reaches its intended recipients directly, preventing any misappropriation or exploitation of resources.

Integrating peace, security, and development

The Kingdom advocates for a multidimensional response to displacement. By linking humanitarian aid with conflict prevention, mediation, peacebuilding, and economic development, Maroc seeks to address the fundamental drivers of forced migration. Strengthening the resilience of communities facing natural disasters and climate shocks is essential to reducing future vulnerabilities.

Arrouchi also highlighted the necessity of enhancing Afrique‘s internal capacity to anticipate and manage crises. This includes the creation of early warning systems and resilience mechanisms tailored to the continent’s specific needs. Transparency and accountability remain paramount, with a call for stricter monitoring and evaluation to ensure resources are used effectively.

Addressing the urgency of the current crisis

Reliable data management is another cornerstone of the proposed reforms. The diplomat stressed the importance of verified and updated registries for refugees and IDPs to optimize resource allocation. Currently, Afrique faces a daunting humanitarian landscape where conflict, economic shifts, and climate instability have triggered unprecedented waves of displacement.

In the face of these growing needs, Maroc calls for a shift toward pragmatic and operational solutions. By adopting a rational and proactive stance, the continent can work toward a new African humanitarian order that prioritises preventive action against increasingly complex global shocks.
