Russia appoints new ambassador to Benin

A significant shift is underway in Benin’s diplomatic landscape. On July 21, 2026, President Vladimir Putin signed a decree appointing Mikhail Golovanov as Russia’s new ambassador to Cotonou. Golovanov takes over from Igor Evdokimov, who has held the position for nearly nine years.

Mikhail Alekseyevich Golovanov brings extensive experience to his new role. A graduate of Moscow State Institute of International Relations (MGIMO) in 1982, he has built a career focused on African affairs. His diplomatic assignments have spanned multiple African nations, including Madagascar, the Republic of the Congo, and Côte d’Ivoire.

Prior to his appointment in Cotonou, Golovanov served as Russia’s ambassador to Djibouti and held a non-resident accreditation for Somalia. Promoted to the rank of ambassador extraordinary and plenipotentiary in 2022, he arrives in Benin with deep insights into the region’s political and diplomatic dynamics.

This appointment aligns with broader efforts by the Kremlin to refresh its diplomatic corps across Africa. It underscores Russia’s commitment to strengthening ties with Benin in areas such as governance, trade, and security.
