Bénin Senate internal regulations: structure, powers and procedures

The newly adopted internal regulations of the Bénin Senate provide a comprehensive framework for the functioning of this key institution. Approved on July 30, 2026 in Porto-Novo, the regulations contain 103 articles that define the organization, powers and operational procedures of the Senate, while establishing its relationship with the National Assembly and the President of the Republic.

Senate composition and membership

The Senate comprises two categories of members:

Members by right (automatic membership)

  • Former elected Presidents of the Republic
  • Former elected Presidents of the National Assembly who have served at least half their term
  • Former Presidents of the Constitutional Court who have served at least half their term

Appointed members

  • Five high-ranking personalities from defense and security forces, appointed by the President of the Republic
  • Additional members appointed if total membership falls below 25
