In a landmark move for Côte d’Ivoire’s future, Dr. Souleymane DIARRASSOUBA, Minister of Planning and Development, led a pivotal national workshop in Abidjan to validate the study for the National Territorial Development Framework (SNAT CI-2045). The gathering brought together key stakeholders including government institutions, prefectural officials, local authorities, technical and financial partners, public administrations, the private sector, civil society, academia, experts, and media representatives.

This milestone paves the way for the adoption of the country’s first national territorial planning benchmark. The SNAT CI-2045 will equip the State with a definitive framework to steer public and private investments sustainably, enhance the effectiveness of government action, and promote balanced regional development across Côte d’Ivoire.

Under the leadership of His Excellency President Alassane Ouattara, the Government continues to strengthen its strategic planning mechanisms to align with the nation’s economic, social, and environmental transformations. Territorial planning remains central to this vision, ensuring a fairer distribution of investments, unlocking regional potential, and reinforcing the coherence of development policies.

The SNAT CI-2045 serves as the long-term blueprint for spatial organization, structuring where public and private investments are allocated while harmonizing actions between the State, local governments, and development actors. Each region will be assigned tailored development priorities to maximize impact.

« The 2026–2030 National Development Plan (PND) sets medium-term priorities and investments for national progress. The SNAT CI-2045 translates these into a territorial vision for the long haul, serving as the foundation for future National Development Plans. Together, these frameworks enable coherent public action across Côte d’Ivoire. The validated strategic directions reflect a rigorous, multi-scale participatory process grounded in scientific analysis. They address critical challenges such as reducing regional disparities, managing urban expansion, boosting territorial competitiveness, strengthening local governance, protecting natural resources, and deepening regional integration.

The SNAT CI-2045 embodies a vision of resilient, competitive, and inclusive territories. Its five strategic pillars include: balanced territorial development, a more efficient urban-rural network, stronger territorial governance, a high-performing and inclusive economy, and accelerated climate transition.

Following the workshop, the draft framework will be submitted to the Government and subsequently to Parliament for adoption via the law establishing the National Territorial Development Framework. Once enacted, Côte d’Ivoire will possess its first national territorial planning reference, guiding State-led investments toward the most transformative regions and fostering balanced national development.
