This week in Abidjan, Dr. Souleymane DiarraSSouba, Minister of Planning and Development, led a pivotal national workshop validating the study for the National Territorial Planning Scheme (SNAT CI-2045). The session brought together top officials from government institutions, prefectural bodies, local authorities, technical and financial partners, alongside representatives from public administrations, private enterprises, civil society, academia, experts, and the media.

The event marks a critical milestone toward adopting Côte d’Ivoire’s first-ever national territorial planning framework. The SNAT CI-2045 will provide the country with a robust reference tool to steer public and private investments, enhance the effectiveness of government initiatives, and promote balanced regional development across the nation.

Under the leadership of President Alassane Ouattara, the government continues to strengthen its strategic planning framework. This effort aims to support ongoing economic, social, and environmental transformations, with territorial planning playing a central role in ensuring a fairer distribution of investments, unlocking regional potential, and aligning development policies.

The SNAT CI-2045 serves as the long-term spatial development blueprint. It outlines where public and private investments should be directed, harmonizes state actions with local governance, and assigns specific roles to each region. This framework ensures that every area contributes meaningfully to national progress.

« The National Development Plan (PND 2026-2030) sets medium-term priorities and investments to drive national growth. The SNAT CI-2045 translates these priorities into a territorial vision, ensuring long-term coherence. This scheme will guide future national development plans, enabling cohesive public action across Côte d’Ivoire. The validated framework results from an inclusive, multi-scale consultation process grounded in scientific analysis. It addresses key challenges such as reducing regional disparities, managing urban expansion, boosting territorial competitiveness, improving local governance, safeguarding natural resources, and strengthening regional integration.

The SNAT CI-2045 envisions a Côte d’Ivoire where all territories are resilient, competitive, and share prosperity. It is structured around five strategic pillars: balanced territorial development, efficient urban-rural networks, stronger local governance, a high-performing and inclusive economy, and accelerated climate transition.

Following the workshop, the draft scheme will be submitted to the government for approval before being presented to Parliament for adoption under a dedicated law. Once finalized, this landmark framework will guide state investments toward high-impact regions, fostering balanced national development for generations to come.
