Niamey has become the focal point of a high-level diplomatic initiative as the United Nations launches a comprehensive strategic review of its regional operations in West Africa and the Sahel. The visit of United Nations Secretary-General’s Special Envoy, Sahle-Work Zewde, to the presidential palace on Monday marked the official launch of this crucial mission. General Abdourahamane Tiani, President of Niger, welcomed the envoy, underscoring the country’s pivotal role in reshaping the mandate of the United Nations Office for West Africa and the Sahel (UNOWAS).

Niamey takes center stage in UN’s regional assessment

Niger stands as the first stop in Sahle-Work Zewde’s regional tour, tasked by the UN Security Council with evaluating the effectiveness of UNOWAS. The envoy, a former President of Ethiopia, engaged with Niger’s leadership to outline the objectives of this review amid a backdrop of shifting political and security dynamics across West Africa.

The review aims to assess how UNOWAS has fulfilled its core responsibilities, including conflict prevention, mediation, good offices, and collaboration with regional governments.

A regional consultation spanning CEDEAO and AES

Beyond its meetings with Nigerien authorities, the envoy’s mission will extend to consultations across West Africa. Governments, political parties, and civil society organizations in both the Economic Community of West African States (CEDEAO) and the Alliance of Sahel States (AES) will be engaged to gather insights on UNOWAS’s current impact and future expectations.

These consultations will form the basis of a comprehensive report to be submitted to the UN Security Council. The findings are expected to guide the future direction of UNOWAS, particularly in addressing persistent security, political, and humanitarian challenges in the region.

A long-standing connection with Niger

During her meeting with President Tiani, Sahle-Work Zewde reflected on her decades-long ties with Niger, recalling her participation in an African Union (AU) electoral observation mission in 1993. She highlighted the progress observed since then while emphasizing the necessity of sustained dialogue between the UN and regional governments.

The envoy praised Niger’s commitment to regional stability, positioning the country as a key partner in addressing the Sahel’s evolving challenges.

Niger reaffirms full cooperation with UN review

Following the discussions, President Abdourahamane Tiani acknowledged the objectives of the UNOWAS review and expressed Niger’s readiness to actively contribute to the process. The meeting was attended by senior officials, including members of the National Council for the Safeguard of the Homeland (CNSP), Dr. Soumana Boubacar, Minister-Director of the Presidential Cabinet and government spokesperson, and the presidential advisor for strategic and diplomatic affairs.
