Niger’s public administration overhaul has reached a significant new phase. During its first ordinary session of 2026, the Consultative Council for Refoundation (CCR) dedicated extensive discussions to the ongoing transformations in state human resources management. Aïssatou Abdoulaye Tondi, the Minister of Public Service, Labor, and Employment, presented a detailed update on the key reforms spearheaded by her ministry.
The presentations, delivered to the Council members under the chairmanship of Dr. Mamoudou Harouna Djingarey, highlighted initiatives designed to cultivate a more efficient, equitable, and adaptable Nigerien administration, aligning with the objectives of the Refoundation.
A comprehensive overhaul for public administration
During the extensive discussions, the Minister outlined the measures undertaken to restructure the state’s employee management system. These reforms encompass several critical areas, including the standardization of public service, significant improvements in human resources management, the modernization of administrative services, and the refinement of national policies concerning labor and employment in Niger.
These strategic directions reflect the government’s commitment to building an administration capable of more effectively meeting citizen expectations while ensuring enhanced governance of human capital.
Digitalization: A core element of transformation
A primary pillar of this reform effort is the digitalization of administrative processes. The Minister highlighted the substantial progress achieved in deploying the Integrated System for State Human Resources and Payroll Management (SIGRHEP). This crucial tool is designed to centralize and secure the administrative management of public agents across the nation.
Initial results demonstrate significant advancement. To date, over 16,500 agent files have been successfully digitized, with an additional 23,000 files undergoing comprehensive updates. Concurrently, several specialized business applications have been developed to further enhance the efficiency of administrative services.
Ultimately, SIGRHEP is projected to provide integrated human resources and payroll management for approximately 200,000 public agents. The system will also empower at least 150 human resources and payroll managers stationed across Niger’s entire territory.
Statutory reforms and performance tools
Beyond the digital transformation, the ministry also provided an update on several institutional reforms initiated in recent months. Notable achievements include the adoption of new legal frameworks governing the general status of the public service, the introduction of individual performance evaluation tools, and the implementation of a strategy for redeploying state agents to areas impacted by post-crisis situations.
The ministerial department has also consistently organized professional competitions, conducted direct recruitments, and diligently managed the administrative careers of thousands of civil servants.
The Council examines reform challenges
The various communications sparked engaging discussions between members of the Consultative Council for Refoundation and government representatives. Debates primarily focused on the critical challenges associated with modernizing the administration, optimizing human resources management, and improving employment policies across Niger.
Following this productive working session, the Council members unanimously adopted a motion of congratulations for the government officials who presented the progress of these vital reforms.
Through these extensive initiatives, Nigerien authorities are determined to leverage administrative modernization as a fundamental driver for enhancing the quality of public service, bolstering state efficiency, and effectively supporting the broader objectives outlined within the framework of the Refoundation.
