Ousmane Diagne officially installed as president of Senegal’s Constitutional Council

Magistrate Ousmane Diagne has been officially sworn in as the new president of Senegal’s Constitutional Council, filling a critical leadership void that persisted for over a year after the tragic passing of his predecessor.

From appointment to inauguration

On August 11, 2026, Ousmane Diagne took office in a solemn ceremony marking the beginning of his constitutional mandate. His appointment came through presidential decree number 2026-1318, signed on July 13, 2026, by President Bassirou Diomaye Faye. This appointment follows the unexpected death of former president Mamadou Badio Camara in Dakar on April 10, 2025, which left the institution without leadership for more than twelve months.

An esteemed legal career

Ousmane Diagne brings to his new role extensive experience within Senegal’s judicial system. Prior to this appointment, he served as Attorney General at the Dakar Court of Appeal, First Advocate General at the Supreme Court, and Prosecutor of the Republic. His career also includes service as Minister of Justice and Keeper of the Seals in the initial government led by Ousmane Sonko. These roles underscore his deep understanding of Senegal’s legal framework and constitutional principles.

The Constitution of Senegal specifies strict criteria for the presidency of the Constitutional Council. The position is reserved for magistrates who have held high judicial office, such as First President or Attorney General of the Supreme Court, or presidents of chambers. The criteria also extend to senior legal academics, state inspectors, or advocates with at least twenty years of professional experience.

The Constitutional Council plays a pivotal role in safeguarding Senegal’s constitutional order. Its primary responsibilities include ensuring the constitutionality of laws, overseeing electoral processes, and resolving constitutional disputes.
