After Mali’s drone strikes killed 731 civilians, a reckoning over who answers for the dead

When Mali’s armed forces embraced drone warfare, the pitch was straightforward: precision strikes against armed groups, fewer boots on the ground, less risk to soldiers. Three years later, that promise has collided with a death toll that has ignited a widening debate across the Sahel and beyond. New investigative work drawing on conflict-monitoring data reports that 731 civilians were killed in 199 strikes between September 2023 and September 2026 — a figure that has turned a military strategy into a question of accountability.
Behind the statistics lie villages, families and children caught in a conflict that keeps expanding. The fallout is now being felt far beyond the battlefield, as analysts, rights advocates and ordinary Malians ask what — and who — comes next.
A sound in the sky that now signals fear
In northern and central Mali, the hum of a drone overhead has become a trigger for panic rather than reassurance. Over the past several years, Malian authorities have significantly expanded their air capabilities to counter armed groups. Turkish-made Bayraktar TB2 and Akinci drones, alongside combat aircraft, now fly missions for the Malian Armed Forces (FAMa) and their Russian partners from the Africa Corps.
On paper, this hardware is meant to strike identified targets from a distance with greater accuracy. On the ground, the picture is far more troubling.
What the investigators reconstructed
Researchers examined close to 60 strikes and independently rebuilt 12 of them, cross-referencing satellite imagery, video, photographs, munition fragments, witness accounts and geolocation data. In those twelve cases alone, they identified 146 civilian deaths.
Zooming out, ACLED data cited in the investigation records 199 strikes that primarily hit civilians and 731 civilian deaths over the three-year span from September 2023 to September 2026. These figures do not mean every victim was individually identified or that legal responsibility for each strike has been established. They do, however, offer a sense of the scale of civilian losses attributed to this air campaign.
Children among the dead
This is one of the most sensitive findings. In some of the cases studied, testimony and material gathered by investigators raise questions about what operators knew before a shot was fired.
One account cited in the investigation captures the accusation with chilling clarity: “They saw the children, and they fired anyway.”
If confirmed in the cases concerned, such a practice would raise major concerns under core principles of international humanitarian law — above all the distinction between combatants and civilians, and the duty to take every feasible precaution to spare civilian populations.
Yet the question extends well beyond the operators seated behind their screens. It reaches the entire chain that produces a strike: intelligence gathering, target identification, mission approval, munition selection and the order to fire.
A command chain that is hard to pin down
This is where the investigation sharpens its focus. Mali’s air war involves multiple actors: Malian forces, Russian Africa Corps partners and, on the Turkish drone side, players linked to their acquisition and operation.
That entanglement makes assigning responsibility especially difficult. Who identifies the target? Who confirms its military nature? Who authorizes the strike? Who oversees the operation at the moment of firing? And most critically, who answers for the victims when a strike hits a civilian population?
These questions carry particular weight in a conflict where Malian authorities routinely describe their air operations as actions against armed groups.
Precision technology is not civilian protection
The arrival of drones has long been associated with the idea of cleaner, more precise warfare. An operator can watch an area remotely, track a target and choose the moment to strike without exposing soldiers directly to enemy fire.
But technology does not erase human error. Nor does it guarantee that intelligence is accurate.
In a region where armed groups move among civilian populations, where villages are isolated and where available information is often fragmentary, identifying a combatant with certainty can be extraordinarily difficult.
The investigation highlights the contrast between the sophistication of the weapons used and the vulnerability of the people living in conflict zones. For residents, a drone appearing in the sky does not necessarily distinguish a fighter from a herder, a trader or a child.
A war that leaves lasting scars
The available figures point to a significant shift in Mali’s air war. According to the data cited in the investigation, the number of strikes causing civilian casualties has risen sharply compared with previous years.
This trend comes as violence against civilians remains a major problem across the Sahel. Armed groups themselves are responsible for numerous attacks on civilians and possess growing drone and explosive device capabilities.
For Malian families, however, the distinction between different technologies and different chains of responsibility changes nothing about the end result: when a strike hits a village, lives are lost.
The question raised by these revelations is therefore not only about the military effectiveness of drones. It is also about the limits that must govern their use.
As Sahelian armies acquire ever more sophisticated air assets, the issue of accountability becomes unavoidable. A weapon capable of striking from several kilometers away does not relieve the user of the duty to verify the target.
In Mali, the hundreds of deaths recorded in the data cited by the investigation serve as a reminder of an essential truth: in any technological war, the distance between the person who presses a button and the person who dies can be immense. But responsibility does not vanish with distance — and that is the debate now unfolding.
