Recent findings reveal that factions of Nigeria’s Boko Haram have begun incorporating generative artificial intelligence (AI) systems to enhance their operational capabilities. According to an in-depth study conducted by researchers at the University of Cambridge’s Cambridge Programme on AI Science & Policy, these groups are using publicly available AI tools to streamline logistics, refine attack planning, and troubleshoot technical challenges.

AI beyond propaganda: a shift in tactical applications

Historically, the use of AI by militant groups was largely confined to generating propaganda materials—automated text, image, and video production tailored for recruitment and psychological warfare. However, the Cambridge study highlights a significant evolution in how Boko Haram’s factions, including the Islamic State’s West Africa Province (ISWAP) and Jama’atu Ahlis Sunna Lidda’awati wal-Jihad (JAS), are deploying these technologies.

Interviews with 27 former members—including mid-level commanders and technical specialists—conducted between 2025 and 2026, indicate that AI is now being used for:

  • Designing and refining attack strategies
  • Analyzing past operational failures to improve future missions
  • Resolving logistical bottlenecks in troop movements and supply chains
  • Troubleshooting weapon malfunctions and equipment maintenance
  • Generating and enhancing improvised explosive devices (IEDs)
  • Improving operational security protocols

One former commander recounted how AI platforms such as ChatGPT, Claude, Gemini, Grok, Meta AI, and DeepSeek were queried to reverse-engineer failed ambushes, simulate alternative attack routes, and even generate step-by-step guides for assembling homemade explosives.

Coping with AI restrictions

When platforms refused to provide sensitive information, operatives adapted by rephrasing queries, adjusting context, or switching to other AI services. This iterative approach allowed them to bypass some built-in safeguards, though not always successfully. Several interviewees noted that while AI accelerated access to technical knowledge—condensing weeks of research into minutes—it also introduced risks of misinformation and incomplete instructions.

Specialized AI units trained with external support

To institutionalize AI use, Boko Haram factions reportedly established dedicated units composed of members skilled in engineering, explosives, and cybersecurity. These teams act as intermediaries between frontline fighters and AI systems, filtering queries and relaying vetted responses.

Access to AI tools is tightly controlled, with login credentials and hardware restricted to trusted personnel. This compartmentalization aims to prevent leaks, surveillance, or unauthorized use.

According to testimonies, training and support for these units came directly from Daesh-affiliated instructors, who provided hands-on workshops, distributed encrypted devices, and supplied paid subscriptions to multiple AI platforms. Instruction covered not only AI operation but also methods to evade platform restrictions and maintain operational secrecy.

Methodological caveats and future risks

The study emphasizes that its findings are based on the accounts of former mid-ranking members—not current leadership—and that not all claims could be independently verified. While AI clearly enhances learning speed and operational planning, its actual battlefield impact remains uncertain.

Still, the report warns that the proliferation of accessible AI tools could democratize military capabilities, enabling smaller, less-funded groups to acquire technical expertise previously limited to state actors. It calls for stronger collaboration between tech developers, security agencies, and researchers to develop adaptive safeguards against structured misuse.

As AI becomes more embedded in guerrilla warfare, the challenge shifts from preventing use to managing its consequences. The study concludes that Boko Haram’s growing reliance on AI may signal a broader trend: armed groups are not just experimenting with AI—they are building the infrastructure to scale its use.

With AI subscriptions, hardware, and training now within reach, the question is no longer whether these tools will be adopted, but how quickly—and at what cost to regional and global security.
