Porto-Novo witnessed a historic moment this Thursday as the first legislators of Benin’s newly established Senate convened to elect their leadership for the next five-year term. Among the newly elected officials, former President Patrice Talon secured the Senate presidency with an overwhelming majority—24 votes in favor, zero against, and a single abstention.

Patrice Talon returns to lead the Senate

At 68 years old, Patrice Talon, who previously served as Benin’s President from 2016 to 2026, now assumes the role of Senate leader following a seamless election process. The session took place at the Governor’s Palace in Porto-Novo, marking the official launch of Benin’s bicameral parliamentary system.

Senate leadership team unveiled

The newly formed Senate also elected its executive bureau, which includes Louis Vlavonou as Vice-President, Alassane Seidou as Rapporteur, and Adidjatou Mathys as Deputy Rapporteur. These appointments were finalized during the inaugural session held on July 30, setting the stage for the adoption of the Senate’s internal regulations.

Benin’s transition to a bicameral system

This constitutional milestone follows the promulgation of a revised constitution on December 17, 2025, which restructured Benin’s Parliament from a unicameral to a bicameral model. The Senate’s primary responsibilities include safeguarding national unity, reinforcing state institutions, and promoting democratic stability, political peace, and adherence to political truce agreements.
