Ludovic Megne Ndong has officially assumed leadership of Gabon’s rail transport regulatory authority following a handover ceremony in Owendo. The event marked the transition from his predecessor, François Banga Eboumi, at the helm of the Autorité de régulation des transports ferroviaires (ARTF).
New mandate and strategic priorities
As the newly installed president of the ARTF, Ludovic Megne Ndong brings extensive experience, previously serving as Minister of Housing. His appointment comes with a clear mission: to implement the institution’s newly defined strategic directions. A key focus will be enforcing the latest regulatory ordinances aimed at restructuring ARTF operations for greater efficiency and transparency.
Strengthening collaboration with social partners and internal teams ranks high on his agenda. By fostering closer ties with stakeholders, he intends to optimize the authority’s performance and enhance working conditions for staff. Among the immediate priorities are the redeployment of oversight teams and resuming inspection activities along the Transgabonais railway corridor, connecting Owendo and Franceville.

The inauguration ceremony was attended by high-ranking officials, including the Minister of Reform and Relations with Institutions, François Ndong Obiang, and Adrien Moukabi, Executive Secretary of the ARTF. This leadership change coincides with ongoing reforms in Gabon’s railway sector, signaling a renewed commitment to modernization and regulatory compliance.
