Niamey became the focal point of regional diplomacy this week as the second session of consultations between foreign ministers of the Alliance of Sahel States (AES) and Russia convened on July 8. The high-level meeting brought together senior diplomats from four nations: Niger, Mali, Burkina Faso, and Russia.

Bakary Yaou Sangaré of Niger, Abdoulaye Diop of Mali, and Karamoko Jean Marie Traoré of Burkina Faso joined Russian Foreign Minister Sergueï Lavrov in Niamey for discussions that yielded concrete outcomes. The ministers emphasized the growing depth of their collaboration, which now spans critical areas including military cooperation and economic development.

Abdoulaye Diop of Mali highlighted the positive momentum in AES-Russia relations, noting that regular exchanges have already delivered tangible benefits. «The constructive dialogue has not only strengthened our military partnerships but also paved the way for robust economic and commercial cooperation, all underpinned by a shared diplomatic vision,» he stated.

Regional security takes center stage

In addressing the ongoing security challenges facing the Sahel, the AES ministers underscored the urgent need to bolster military cooperation. They called for intensified joint efforts to enhance the operational capabilities of the unified AES force, ensuring it can effectively counter terrorist threats across the region.

The ministers also reaffirmed their commitment to implementing the AES Confederation’s Year II roadmap, with a strong focus on economic integration and sustainable development. This roadmap serves as a strategic blueprint for transforming regional stability into long-term prosperity.

Russia reaffirms commitment to Sahel partnership

Sergueï Lavrov, during his visit to Niamey, reiterated Russia’s dedication to its partnership with the AES. He stressed that Moscow remains fully committed to supporting both security initiatives and sustainable development projects in the Sahel. «Our collaboration is rooted in mutual benefit, and we stand ready to work alongside our Sahel partners to achieve lasting peace and shared prosperity,» Lavrov stated.

This week’s meeting in Niamey follows the inaugural AES-Russia consultations held in Moscow in April 2025. It marks a significant step in Russia’s renewed diplomatic engagement across Africa, particularly in the Sahel region.
