The Bureau of Senegal’s National Assembly has officially published the decree convening an extraordinary session, confirming proceedings will commence next Monday, August 10, 2026, at 10:00 AM. The order, signed by Assembly President Ousmane Sonko, strictly outlines the session’s agenda in accordance with constitutional provisions and internal regulations.
According to Bureau Order No. 192, lawmakers from the 15th Legislature will deliberate on three key legislative proposals: Bill No. 15/2026 on the new Labor Code, Bill No. 16/2026 on Social Security reforms, and Bill No. 25/2026 addressing the protection of critical information infrastructure and cybersecurity. Additionally, deputies will review two draft laws: one proposing amendments to Article 37 of the Constitution and another establishing the legal framework for special credit mechanisms.
Six parliamentary inquiry commissions to be established
The session’s agenda also includes the ratification of six proposals to create parliamentary inquiry commissions, targeting sensitive governance issues:
- Allegations of severe mismanagement in state land allocations and maritime public domain concessions;
- Irregularities in the sale of state-owned buildings to private entities;
- Government’s use of financial mechanisms known as TRS;
- Irregularities in procurement and execution of the “One Student, One Laptop” program, with cumulative commitments reaching approximately 48 billion CFA francs since 2017;
- Revenue shortfalls and the management of tax exemptions;
- Licensing and renewal conditions for fishing permits.
Under Article 3 of the decree, the extraordinary session will conclude once the agenda is fully addressed, with no modifications permitted once proceedings begin, as mandated by the Assembly’s internal regulations.
