Director Adrien Haye recognized for four years of service to Côte d’Ivoire

Adrien Haye, outgoing Director of the French Development Agency (AFD) in Côte d’Ivoire, was honored with the country’s National Order in a ceremony held on July 31, 2026. The recognition was presented by Minister of Economy, Finance, and Budget Adama Coulibaly at a gathering in the Sciam building on the Plateau, attended by France’s Ambassador to Côte d’Ivoire, Jean-Christophe Belliard, and AFD staff members.

Four years of dedicated partnership with Côte d’Ivoire

In a speech delivered on behalf of President Alassane Ouattara and Prime Minister Robert Beugré Mambé, Minister Coulibaly praised Adrien Haye’s “commitment” to Côte d’Ivoire’s development during his four-year tenure. “As Director of the AFD, Mr. Adrien Haye has personally dedicated himself to identifying investment opportunities across key sectors of the Ivorian economy. Since his arrival in 2022, he has spared no effort in supporting the government in structuring financing, formulating projects, and monitoring their implementation,” the minister explained.

A legacy of financial mobilization and strategic projects

The minister highlighted that Haye’s tenure was defined by the mobilization of €934 million—approximately 623 billion FCFA—through sovereign loans and resources from the Debt Reduction and Development Contract (C2D), reinforcing the country’s macro-budgetary stability. Additionally, five new sovereign loan agreements totaling nearly €500 million (about 330 billion FCFA) were signed during this period. These were complemented by allocations under the third C2D, aligning with the National Development Plan (PND) 2021-2025.

Coulibaly emphasized that these efforts solidified the AFD’s position as Côte d’Ivoire’s leading bilateral partner, a status significantly strengthened by Haye’s contributions.

Haye’s emotional farewell and ongoing commitment

Deeply moved by the honor—his first from a foreign state—Haye expressed his gratitude to Ivorian authorities. Reflecting on his mandate, he reaffirmed his dedication to the country. “I hope that the portfolio we have successfully expanded, particularly with your teams, Mr. Minister, demonstrates the depth of our partnership. I will continue to champion Côte d’Ivoire’s interests,” he affirmed.
