A nationwide circular has been dispatched to security and judicial leaders, emphasizing the urgency of this fight and outlining clear enforcement protocols.

Legal frameworks and international commitments

Human trafficking remains one of the most severe human rights violations, often involving sexual exploitation and forced labor. Chad, a signatory to the United Nations Convention against Transnational Organized Crime since 2009, has reinforced its legal arsenal with key instruments such as Ordinance Nº006/PR/2018 and Law Nº12/PR/2018, both designed to dismantle trafficking networks and hold perpetrators accountable.

Coordinated action across institutions

Provincial delegates have been tasked with ensuring these directives are implemented without delay. Investigations must be expedited, official reports filed promptly, and cases systematically transferred to competent courts. All files are to be forwarded to the General Secretariat of the Ministry of Justice and the National Anti-Trafficking Commission for rigorous monitoring and follow-up.

The initiative aims to establish a comprehensive national database, enabling authorities to develop targeted policies and strengthen preventive measures against trafficking in persons across Chad.
